Evaluation is a systematic and empirical investigation of the effects of intervention; it assesses to what extent the intervention in question caused the outcomes experienced by affected individuals and what can be attributed to other factors such as other interventions, socioeconomic trends, and political or environmental conditions. When implementing a new project or policy, evaluation should occur at regular intervals to build a clear picture of progress and impact (AHRQ, 2022). An effective impact evaluation begins with the formulation of one or more clear questions driven by the purpose of the evaluation and what you and your stakeholders want to learn. Create your evaluation questions based on your understanding of the idea behind your intervention, the implementation challenges, and your knowledge of the data available to evaluate outcomes.

The evaluation phase is a critical step in every project implementation. During evaluation, the new process is assessed by the project outcomes. The evaluation phase provides time to identify successes and failures throughout implementation. At times adjustments need to be made to ensure expected outcomes are met or projected to be met (Zappala, 2020). Evaluation of the project should be an ongoing process to consistently identify ways for improvement and should be shared with the team. In some cases, evaluation might even be best to obtain prior to implementation to gather baseline data. Baseline data can be helpful to understand current practice failures and comparative outcome data. If evaluation is done on an ongoing basis, slight readjustment can be made as needed. On the other hand, major adjustments to the process change are best to be made at assigned intervals throughout the project due to delayed effects (Titler, 2018).

The concepts of evaluation are similar for projects however not all processes are the same for each project implemented. Each project will have various expected outcomes and the length of time to accomplish will vary. Another component that should be evaluated regularly throughout the project implementation is organizational values and support. If the goals of the organization have changed the level of support for sustainability of the project will be affected. Therefore, the same project implemented in different areas might need to have different processes.
