Title: NR 503 Discussion Health Policy and Ethics

The state of New Jersey (NJ) has had several health policies enacted at the state level with the latest being restoring the Affordable Care Act in 2020. Governor Phil Murphy with the aim to increase healthcare access through establishing subsidiaries, lowering healthcare cost, and affordable health insurance at the state level signed a legislation to enact the Affordable Care Act for NJ residents (State of New Jersey, 2022).

The goal was to enhance equity for vulnerable residents, lower healthcare cost of coverage, and expand access to care for all NJ residents. The policy was aimed to help residents during the COVID-19 pandemic that lost their jobs and health coverage, were uninsured and underinsured in NJ (State of New Jersey, 2022). The bill enacted legislation (S2676/A4389) to establish New Jersey Health Insurance Assessment (HIA) to set the rate at 2.5% net premium. The HIA revenues were to provide access for uninsured and underinsured through strategies such as reinsurance and subsidies, and increasing affordability (State of New Jersey, 2022). The legislation has been recognized nationally as a NJ example to ensure affordable coverage with access to critical treatments and healthcare services (State of New Jersey, 2022).

According to State of New Jersey (2022), Senator Joe Vitale commended the bill stating that Affordable Care Act would help NJ residents with Health coverage especially during pandemics that threatens financial securities (State of New Jersey, 2022). Joe stated that the bill will lower insurance rates making it affordable to individuals and families by utilizing the subsidies to benefit healthcare for all. HIA adoption for NJ opens affordable coverage and reduces the number of uninsured and the racial divide gaps. The HIA enacting at state level dismantles barriers to care experienced by minorities thus reducing racial disparities in access to care.

This bill identifies the racial disparities existing in NJ. ANA code of ethics specifies nurse’s role to promoting safety and health of all individuals, maintaining competence, continuing personal and professional growth, and preserving integrity. According to Kurth (2017), nurses are advocates for equitable healthcare for all, participating in policy changes to improve patients’ health outcomes.
