Healthcare Program/Policy Evaluation Analysis Template

The evaluation of a policy is an important part of addressing its efficacy in terms of meeting the desired objectives. Registered nurses play an extremely important role in the process of carrying out this examination due to their extensive training and history of advocacy. The Patient Protection and Affordable Care Act (ACA) is a well-known piece of legislation that has received a great deal of attention. When it was first proposed, the policy’s overarching goal was to increase access to medical care for a significant portion of the general population. As a result, the goal of this piece of writing is to assess the efficacy of the ACA in the aforementioned context by investigating a variety of factors such as its success and reach, among others.

Healthcare Program/Policy Evaluation

Affordable Care Policy/Affordable Care Act

Description

In 2010, the Affordable Care Act was enacted to cut the cost of the healthcare system. In other words, the Affordable Care Act was intended to give millions of uninsured Americans with affordable insurance coverage. The Affordable Care Act expanded Medicaid eligibility, created a market for health insurance, and stopped or prohibited health insurance companies from limiting or refusing coverage for pre-existing diseases (Chen et al., 2018). In addition, the plan expanded coverage for health benefits to include essential health benefits. With affordable health care, lower-income households were eligible for subsidies on marketplace-purchased coverage. The implementation of the Affordable Care Act has revolutionized the systems of healthcare provision in numerous nations, including the United States. Employers have been exposed to a new set of issues throughout the medical spectrum as a result of the Patient Protection and Affordable Care Act, but the law has also created significant opportunities. In recent years, medical costs have soared, and medical insurers now account for a larger portion of workers’ compensation.

How was the program or policy’s success measured?

The success of the Affordable Care Act was measured by the number of insured individuals. After the policy was implemented, millions of low-income Americans were insured. The majority of Americans had access to affordable, high-quality healthcare. The success of the Affordable Care Act was also measured by the enhancement of healthcare service quality (Milstead & Short, 2019). The implementation of the policy required billions of dollars, with the primary purpose of allocating such funds being to improve the quality of services through the introduction of research processes and evidence-based practices. In addition, the policy enhances the training of healthcare professionals so they can acquire the knowledge necessary to manage some emerging diseases. Therefore, the success of the policy can be measured by the improvement in the quality of services at various hospitals and health centers.

How many people were reached by the chosen program or policy? How much of an impact did the chosen program or policy have?

The policy affected millions of individuals throughout the United States. The Affordable Care Act affected approximately 61 million women in the United States. In other words, 61 million women had access to contraception at no cost to themselves. From 2013 to 2017, the expansion of Medicaid was associated with 19,200 fewer deaths among older low-income adults (Glied & Jackson, 2017). Additionally, the policy was responsible for 15,600 preventable deaths in the United States of America. The policy led to a significant decrease in the number of deaths caused by various complications.

When did the program or policy evaluation occur during program implementation?

The evaluation of the policy was conducted during the legislative process. Several legislative processes were utilized to confirm certain aspects of the policy. The budgeting process, the cost of medication, and the political, social, and economic impacts were evaluated.

What data was used to evaluate the program or policy?

Different aspects of the policy were informed by healthcare data from various institutions. The applied data came from various sources, including the Centers for Disease Control and Prevention, the World Health Organization, and the federal and state departments of health.

What specific information about unintended consequences was discovered?

The policy’s unintended consequences include inadequate legislation and opposition from various political factions. In addition, political activities are unintended consequences of the policy. During the development of the policy, certain political factors were disregarded.

What stakeholders were identified during the program or policy evaluation? Who would benefit the most from the program or policy evaluation’s findings and reporting? Provide specifics and examples.

Included among the stakeholders are healthcare consumers, healthcare providers, the federal and state governments, and employers. Consumers of healthcare include citizens and all other recipients of healthcare services. In addition, legislators are essential to the Affordable Care Act. Consumers who would experience a significant reduction in healthcare costs will be among the people who will benefit the most. Additionally, political actors will benefit from the healthcare policy (Robert Wood Johnson Foundation, 2017).

Was the program or policy’s original intent and objectives met? What is your reasoning?

The policy was consistent with its original intent and goals. The healthcare costs of millions of Americans have decreased significantly. In other words, all individuals regardless of socioeconomic status were to receive quality healthcare at a reduced cost. Additionally, there was an improvement in the overall quality of healthcare services provided to patients (In Powers, 2020). Currently, millions of Americans continue to receive affordable and high-quality healthcare.

Would you recommend putting this program or policy in place at your workplace? What is your reasoning?

I would recommend that my workplace adopt this policy. One of my organization’s primary goals is to enhance the quality of healthcare services. Additionally, the organization seeks to ensure the delivery of affordable healthcare services to various community members. The Affordable Care Act can therefore be implemented to achieve the aforementioned goals.

Identify at least two ways in which you, as a nurse advocate, could participate in evaluating a program or policy one year after its implementation.

As a nurse advocate, I would evaluate the provision of training for healthcare professionals and the anticipated benefits of increased activities such as research. In other words, I would participate in the policy-mandated evaluation of key benefits and roles of healthcare professionals.

General Remarks/Comments

The implementation of the Affordable Care Act required the participation of a variety of stakeholders with knowledge or experience in various areas of the healthcare systems. In addition, the government was able to implement different aspects of the policy without significant interference from other institutions due to careful planning at every stage. The policy was consistent with its original intent and goals. The healthcare costs of millions of Americans have decreased significantly. In other words, all individuals regardless of socioeconomic status were to receive quality healthcare at a reduced cost.

Assignment: Assessing a Healthcare Program/Policy Evaluation NURS 6050

Conclusion

The ACA was intended to ensure that the quality and affordability of healthcare services in the United States were improved. The analysis revealed that it largely achieved its original objective based on the number of people who are ensured in the aftermath of its inception. Nurses have an important advocacy role to play in the success of the program.

Discussion: The Role of the RN/APRN in Policy Evaluation

In Module 4, you discussed how professional nurses can become involved in policymaking. The evaluation of the results is a critical component of any policy design. How comfortable do you feel about getting involved in such matters?

Some nurses may be reluctant to participate in policy evaluation. Some nurses may prefer to focus on the care and well-being of their patients; others may feel ill-equipped to engage in policy and political activities. However, as previously discussed, who better to advocate for patients and effective programs and policies than nurses? Patient advocates are already present in interactions with doctors and leaders; why not with government and regulatory agencies?

In this Discussion, you will reflect on the role of professional nurses in policy evaluation.

To Prepare:

  • In the Module 4 Discussion, you considered how professional nurses can become involved in policy-making.
  • Review the Resources and reflect on the role of professional nurses in policy evaluation.

By Day 3 of Week 9

Post an explanation of at least two opportunities that currently exist for RNs and APRNs to actively participate in policy review. Explain some of the challenges that these opportunities may present and describe how you might overcome these challenges. Finally, recommend two strategies you might make to better advocate for or communicate the existence of these opportunities. Be specific and provide examples.

By Day 6 of Week 9

Respond to at least two of your colleagues* on two different days by suggesting additional opportunities or recommendations for overcoming the challenges described by your colleagues.

*Note: Throughout this program, your fellow students are referred to as colleagues.

You mentioned that nursing education does not adequately prepare nurses to participate

in policy review and politics. According to Ellenbecker, Fawcett, Jones, Mahoney, Rowlands, &

Waddell (2017), the recommendation to how policy content should be taught varies to policy

content being taught in stand-alone courses to it being integrated into existing courses.

Ellenbecker et al., (2017) recommended the following: debates on health policy issues, case

study analysis, and mock committee participation.

You also mentioned that there is not a lot of nursing involvement in clinical research.

Ellenbecker & Edward (2016) indicated that policy research helps with solutions to real world

problems, it likewise informs public debate and aids stakeholders during policy review. “Health

policy nursing research involves the evaluation of a health policy translation and implementation

in specific situations to estimate the effectiveness as well as efficacy” (Ellenbecker & Edward,

2016, p. 208).
